Field Paoli’s challenge was to assess potential development sites in Hercules and propose appropriate uses and character that would qualify each site to contribute to a memorable town center. Because the city was designed without a downtown core, part of the solution was to scavenge leftover parcels from freeway buffer zones and valley beds and tie them together into a preferred scheme. A new transit center is included as part of the master plan.
